Well, I live in Australia, so I would be underwater. Yay.
My district of choice would be four, because I love to swim, but Panem October has put me into District Seven.

Thats one thing we don't know about, what happened to all the other countries. That much flooding, Australia probably is underwater though.

If you go by approx. what that global flood map you posted, Kate, and set it between 4000-4500,then Australia wouldn't be underwater. They are above sea level... I would think that other countries would be doing the same as Panem. Maybe there's several like that, they could have all agreed to keep everyone in the dark. Panem could possible not be the worse out there, if my idea was correct.
