Personally, I think he's very two-dimensional. I know a lot of people disagree with that, but it's just my opinion. I don't find him very interesting or think he has much depth...I mean, really, all he does is love Katniss unconditionally, which bothers me.

Oh, right, I remember now. And then we went on the debate about unconditional love.
I think that if we had seen his POV that wouldn't have been the case, or if Katniss had cared enough at certain times to talk to him about stuff we could have found out more about him. I would have liked to learn more about him instead of in little random bits and pieces.

Ahem, well, I would be all for Peeta here, clearly.
I say that I have to agree with Leah's point of "we never got to see his perspective" to argue the "two-dimensional" thing.
*SPOILERS AHEAD*
If you think about it, in the first book, he wasn't allied with Katniss for a lot of it, and we didn't see a lot of him in the arena until that point. In Catching Fire, they weren't really with each other a lot until the arena, again. And then, in Mockingjay, he was either in the Capitol or hijacked. If you think about it, Peeta actually isn't as major a character as some people say he is.

Yeah, at least not in the sense of appearances. He's an important figure in Katniss's life, but generally all we get is ruminating on her part, a touch of dialogue here or there. I definitely want to know what goes through his mind.
Reading something in his POV from SuCo would make my life. Seriously. <3
Like what Stephenie Meyer did with Midnight Sun. Except for the fact that SuCo can actually write. xD

I never really liked Peeta because he just seemed to exist to love Katniss. Without him I'd never assume she was desirable because Gale had that ambiguous 'male friend' air to him that might've suggested there weren't any feelings other than standard sexual tension between a girl and a guy.
Gale lost my interest though during the games. It was obvious that when he wasn't picked, it was a part of her life that he wasn't there for and that could never be fixed. Stock standard for most stories.
But yeah, that's why I don't like either of them that much. I may not have mentioned this outright but I'm into the older guys of series, so I kept scouting the books for Katniss/Haymitch moments.

Unfortunately, I see your point, and I kinda noticed that with Prim. Not in the same way, but the "character as a plot device" thing. I think that got better in MJ when he was hijacked, but if we had seen more of him, given him more of a chance to flesh out...like when he was asking Katniss everything about D12 he couldn't remember anymore, I wanted to know those things. I wanted to know more about his childhood beyond just how he had always loved Katniss.
That is why I am so attached to my headcanon. xD
Also, I love how oblivious Katniss was to most of that sexual tension between her and Gale before he actually kissed her. Because I am sure it was going on for quite some time, and she was like, "lol I'mma shoot some deer now." whereas while he was concentrating on hunting, he was also probably devoting time to thinking about her boobs or something.

Peeta and Gale also seem to represent two sides of District life. Gale is the cold reality, hunting, grit and coal mining- while Peeta is the optimistic view of innocent love, baking and... cakes?
It was pretty clear from the get-go that Katniss was going to end up with Peeta. Katniss/Gale would've been depressing, all that hunting and pessimism. But still, some characterization of Peeta would've been lovely.

I'll be honest in the beginning I was a serious Gale/Katniss shipper, -insert wavy backflash here of old Camp Peeta vs Camp Gale War-
But as it turns out, at the end of the books, I hated how broke down katniss was and decided she didn't deserve Gale.
But as a character, Gale had so much more depth than Peeta. All the thing that could have been explored on Peeta were just ignored. And I'm sorry but Peeta's good guy attitude was horribly unrealistic and annoying, I liked him better after he was hijacked to be honest. And Peeta may be all happy go lucky but that doesn't get you through life, you can't jsut focus on the good to get you through.
Gale saw life for what it was and was ready to do whatever it took to get through it. With Gale he always had me asking well how did he get like this, and later on there was a semi-answer. Gale had a purpose in his life, he was so focused on taking care of his family that he had more in life than just gazing at Katniss it seems. He was very goal oriented and I really liked that about him I guess.

I feel like both Peeta and Gale had some depth to them, although Gale had more than Peeta did.
This being said, I do ship Peeta/Katniss. It seems to me like Katniss needs someone with less depth than she does, to sort of balance their relationship out. Besides, because they had been friends for so long, I think a Katniss/Gale relationship would've been at least a little bit awkward. Katniss and Peeta are like Daoism... they balance each other out.

I have learned that, after re-reading the books, I can't stand either of them. Katniss doesn't really deserve anyone... So I ship PeetaXGale, just because Katniss belongs in a ditch, drowning in her own tears. Not to tick off offend anyone

Now, hold on a minute. I think everyone deserves somebody, even Katniss. It's not fair to deny her love because she's been deprived of it early in life.
But Peeta is too good for her. And Gale's a jerk. So I think she should find someone after the epilogue...
